Is heavy armor constitution passive like before dark brotherhood patch?

I'm just wondering if it is like that the just give heavy armor another buff like let wrath passive stack crit to only 1000. Stacking it up 50 crit to the max of 1000. If ZOS wanted to be like before dark brotherhood patch where wrath was block cost reduction then why not since players wanted it back then.
