stygian set bonus display in sneak

stygian set bonuses do not display/operate correctly
1 If you sneak your magicka bar does not fill up until you swap weapons.
2 If you hit cloak I'm not sure even if you get it.
3 if I have more magicka in sneak dampen magicka ward should e 20% bigger if activated from sneak but it isn't.
People have been asking for this set to be fixed for a while but it hasn't been...
