Garlic on a string - blueprint not dropping

Hello all,

I'm a hoarder of what is to collect in eso, and when I friend asked me for garlic string, display, I felt I should be able to make it.
Sadly I did not know this blueprint yet but I managed to look it up.
it's a green blueprint, so it shouldn't be to hard to find.
Both him and myself looked for it in guild traders, asked in our trading guilds but it is nowhere to be found.
As it's included in my addon (craftstore) I suspect it's meant to be found and crafted.

it even lists the ingredients to it.

So are we super unlucky or is this an error in the drop system?

I have not found this blueprint either, as well as a handful of others from the green tier I'm trying to complete. After checking guild traders in many areas I have to assume they're not dropping.

Blueprints I need to complete green collections:

Bread, Plain
Common Bowl, Serving
Garlic String, Display
Knife, Carving
Minecart, Empty
Minecart, Push
