VSO Serpent Magicka Detonation

Recently, on Xbox one, I have been noticing what I believe to be a bug and wasn't sure if this happens on other platforms or it's something I'm doing wrong with the mechanic.
When I get magicka det on my character and spend all my magicka, instead of removing the effect and restoring some magic, I sit at under 1% until the effect wears off on its own. It doesnt kill me and it happens rarely, but it seems to happen when I get targeted already at under 50% and I can sit with no magic for like 8-10 seconds unable to do anything. Happening to anyone else and should/has it been reported as a bug?

I've had something like this happen to me except I'll all of a sudden get the magicka back like 8-12 seconds later ....
This is on PS4 btw ...
I'll get the blue debuff, I'll dump magicka, the effect will trigger, and I'll stay at like 5% magicka - then all of a sudden 10 seconds later I'll get like 30% magicka back all at once. Happens only rarely, but I've seen it happen. Didn't think anything of it until you mentioned it in this topic tbh. Not sure if it's a bug or lag.

I noticed something different...
i spammed my magicka empty to about 3%.. bomb still killed me.
i guess its not working as intended

any of you had the same problem?
