Activity finder putting me into veteran after queing for normal

So I just commented on a thread that was "can we go back and NOT let non vet characters do vet dungeons? Because that was my problem. What the people were saying is what was happening and that thread was from like 2 years ago so they closed it.

Anyway. So yesterday on Xbox one I decide to do some dungeons. I am level 20 or something. So I que up for the normal random and find a group of other non vet people and we beat fungal grotto 1.
Pretty great.

So one of our dps people leave and we reque for a random normal, and it puts us in spindleclutch II. It gives us one vet dps person, who quits after the ready check, and then doesn't give us the option to find a replacement, and here we are. Stuck messing around for 15 minutes in a vet dungeon trying to beat the blood spawn boss who always just caves the place in.

So 15 minutes go by.
And we reque for a random normal. We are all like level 20 we could not que for a vet anything if we wanted to.
And it gives us a vet dps person, who, after the ready check, leaves the group. It throws us into banished cells II and here we are. Stuck again for 15 minutes because we cant find a replacement.

This happened for 2 hours.

Queing for normals and being thrown into dungeons II and everyone quitting. As they should have.
So maybe its not the vet version of the dungeons or something. I always thought bloodspawn was a vet monster? Maybe the way dungeons 1 and 2 work now is theres 4 versions of each dungeon or something? Normal 1 and 2 and veteran 1 and 2? I dont know. I have no clue. But I feel like it keeps putting us into vet versions of dungeons all scaled up and everyone is quitting. I wouldnt want to do a vet with a tank that has no taunts. I will, just to tell the guy how to taunt and maybe help him become a real tank if he wants to be one. I actually try and help don't get me wrong.
So maybe I can get clarification on whats happening?

    That wasnt a veteran dungeon, they're just scaled to vet cp160, like any other content.
    v2 dungeons used to be veteran-exclusive, but now they have both veteran and normal versions. Of course, v2 versions are more difficult because of mechanics, but theyre still doable on pre-vet characters. You might lack cps and skill points, but you will get higher stats than actual vet characters because of scaling. Just make sure you're wearing level-appropriate gear, because the effectiveness of scaling decreases if your gear level is lower than your char's level. That applies to jewelry, too.

    Ok. So its a normal 2 dungeon and not the vet.
    I just thought it was weird it was only putting us with vet people, and then into the II dungeon.

    Correct. So Fungal Grotto has a version 1, which used to be the old Normal dungeon, and a version 2, which used to be the old Vet dungeon. You can do either of these in Normal mode or Vet mode, giving four possible variants. Normal version 1 is the easiest, Normal version 2 is harder because the bosses have the more complex and dangerous mechanics from the old Vet dungeon. Next in difficulty is Vet mode version 1, which just scales up mob hit points from Normal version 1, and finally Vet mode version 2, which is like the old Veteran dungeon, complex boss mechanics and higher hit points.

    When you queue for a random normal dungeon, it can put you in a version 1 or version 2 (or a DLC dungeon, if you own it, all of which are harder than most version 2 dungeons and certainly longer).

    Note that there are a few dungeons like Arx Corinium which didn't previously have Vet versions, so there is no type 1 and type 2 for those. If you look at the Group Finder list when you are team leader, it shows all the possibilities for that team for Normal and Vet mode dungeons. If you have a lowbie on the team, it locks out higher level dungeons.
