On pc you can turn these player silhouettes off. Go into the elder scrolls folder located in my documents, open up player settings in notepad and look for the line that says player stand ins enabled. Change the 1 next to it to 0 to disable them and save the file.

This was just another thing done for the PvPers in a way that messed up things up for PvEers. Why they couldn't just apply it to the PvP zones I do not know.
I agree that it has become a lot more noticeable in the last few weeks, indicative of increased numbers of players running around - possibly as a result of the two consecutive festivals.
