Error 102 not fixin, Steam gametime running without playing a single minute.

I am an old player of ESO, These days I am using steam alot so wanted to get game again on steam to link my original eso account.
bought ESO from steam sale and downloaded 59Gb of game file. After install game, launcher appear but in middle of patch got Error 102- DownloadError_InvalidMetaFile.
I went solution page and did add ESO in firwall, turn off my AV software but still unable to fix this issue.
Downloading a 59Gb game is not a joke and other imp thing when launcher is open my steam game timer running. I already at 1 hour game-time without launching, Steam refund policy have max 2 hours of game-time.
Is any representative able to help me out.
