It is a great skill, but not necessary. It is situational and every build us different. When in doubt, I say slot Inner Light.

maglight is not only heal it's also better DPS and somewhat better sustain, as for templars they have good skill - vampires bane that gives same buff, but can be used on one bar and puts long and powerfull DoT on target helping to DPS.
As for NB heal i think it's too good skill to drop it.
