The $k mode in teh PS4 Pro is an upscaled 4k, not native 4k.

Yes. I have a regular PS4, and a PS4Pro. Both hooked up to a Samsung 4K HDR TV. Both PS4s output HDR just fine. The Pro, however, gives you an ESO menu choice - 4K, or 1080 Enhanced.
In 4K, the enhancements are not present. It's comparable to the regular PS4, except much sharper of course. With 1080 Enhanced, you get the water reflections and shadows but it's all rendered in 1080p. So it's one or the other, either increased clarity/definition with 4K, OR graphical enhancements with 1080 Enhanced.
Since I sit about 9 feet from my TV when playing, the advantages of native 4K at that distance are negligible. The graphical enhancements, on the other hand, transform the game. So I run 1080 Enhanced on the Pro. Hope this helps.
In "1080 Enhanced" you get a much prettier game IMHO, but of course it's sending 1080p to the TV and not 4K.
What happens at that point is up to the TV. I suppose some will attempt an upscale, with a possible small latency cost.
Bottom line is your initial assumptions are correct. On a PS4Pro set to 4K in ESO, the game looks exactly the same as it would on a regular PS4, except with that 4K clarity/definition. Or, you can choose a "Standard HD" version (1080 Enhanced) with significantly improved graphical shading, etc.
I've actually sat and toggled that option back and at my viewing distance, I love the 1080 Enhanced. I don't see a frame rate issue with either selection though. So basically, ZOS is using that extra PS4Pro horsepower to either deliver higher definition, or deeper graphical features. You can't do both (probably because the PS4Pro would melt...lol)
