No, they are still there.
I don't have any long loading screens, but if people are doing other things like reading forums, running Youtube, messaging on social media etc while running the game then that might explain why they have long loading screens in the first place (unless they're using a second computer with no drain on the internet connection)!
People often forget to mention the 15 browser windows they have open, along with the 3 other people in the house who are all using the wifi at the same time that they're playing an under-performing game!

If you don't have packet prioritization (QoS) set up (if your router even supports that) then anyone streaming Netflix, downloading apps, or on Skype/facetime will affect your gameplay. Chances are, you're probably also on the slowest tier for internet speed.
