Main story quest now lost. Aldmeri dominion

I had just finished the "Restore the Silvenar" quest. I exited the Audience Hall and logged off for the night. I had noticed a white skinned Khajiit with a quest marker over his head as I was logging off. When I logged back in the next day, that NPC was gone.

After doing a search online, it appears the next quest in the main story is "The Dark Mane" and the quest giver is Lord Gharesh-ri...a white Khajiit.

I searched all of Silvenar for him and nothing, I even went to the other known locations for him, Haven in Grahtwood and Rawl'kha in Reaper's March and the NPC is nowhere to be found in either.

What do I do at this point?

He should still be there outside the Audience Hall, but if you can't find him you're not missing much. The Dark Mane is just a pointer quest that gets you to Fort Grimwatch in Reaper's March, so you can go straight there to pick up the next storyline quest.

Go to trading post, entrance into the March. Should be able to find him there.

The Dark Mane quest is part of the main storyline...so, without it I cannot complete the Dominion story to move on with the quest given by Cadwell, which will then prevent me from going to the Third faction. So yeah, I would be missing much.

He is not located at the trading post either.

That is not the case. While it is part of the main storyline, it is not required to complete the Dominion story. It's only a pointer quest that takes you from one part of the storyline to the next, and it is 100% skippable. As with all pointer quests, if you've already completed the quest that it points to, it's not even possible to get the pointer quest. In this instance, if you've ever been to Reaper's March in the past and have already completed A Grim Situation at Fort Grimwatch, it's not possible to get The Dark Mane.
