Noticed this a long time ago, and did a little bit of testing recently. But while dual wielding two weapons with different enchantments, using a heavy attack only procs the main hand weapon enchantment. you can proc the off hand enchantment with a followup light attack, but only if that followup light attack attacks with the offhand (so 50% chance).
While testing I've noticed that the enchantments proc on light attacks depending on what weapon you deal damage with. Light attacking with the main hand procs the main hand enchantment, and vice versa.
So it would make sense that the Heavy attack, a variation of the standard attack, should proc both enchantments when performed.

While watching the light attack chain I've also noticed that light attacks can use the same weapon to attack up to three times in a row. meaning you could potentially have your other enchantment just being useless for that duration.
This is actually a problem with light attack weaving as well, as one weapon hand can strike while weaving up to three times in a row, so that your other enchantment is sitting idly.
