It was the 9 month loyalty reward. You needed to subscribe for at least 270 days, between the 2014 launch and the transition to Unlimited.
It's the same deal as the Dwemer Sphere pet (3 months), the Ice Wraith pet (6 months), and the Senche (10 months).1 -
With the HarvestMap Event on 1.April you were able to sit on it. Maybe I will send some pictures later2 -

SAY WHAT!!?? Does this mean that if I have both of those pets and the senche mount then I should also have the Horse loyalty reward? or was there some other requirement?

No, the Mask of Cheerful Slaughter was a loyalty reward. If you've got the Senche, the outfit will be in your costume menu.0 -
