Recurrent lag issues since 5 days ago

I've having lag issues, with recurrent 999 ping each 6-15 seconds and frozen screen when there are 10+ people around. I checked about my internet company, ran a few tests and it looks perfectly fine. My timezone is GMT-3 and I really would like to know from ESO what is going on. It's so frustrating I can't play this game anymore but anything else.
Is that possible the maintenance on April 3 be able to solve this? I thank you.

Same happening to me in Alik'r right now... game ping over 700ms, measured in a webpage is normal. I'm also GMT-3.

I'm having a similar issue. At first it's been a typical ping of 120 but with spikes up to 999+. Big delays in input/output and some stuttering but only for a few seconds. Since the latest patch I still get the 999+ spikes but now I also get pings going up to 400-600 for longer periods of time than just a spike. I now also get major rubber banding. I could leave the bank in Devon's Watch and almost reach the Wayshrine when suddenly I'm back at the bottom of the stairs of the bank. Other occurrences include the game, minus my character, freezing for a few seconds and then it suddenly catches back up (fast forward).

I played while performing network monitoring as well as doing tracerts. No issues. No packet losses and normal pings.

    GMT-7 here.

Latency issues like this are normally linked with Internet connectivity and network issues. To assist with ruling out the most common causes we would like you to first complete the below process.

    Power Cycling the Network

Power cycling the network will allow you to start over and re-establish a connection to the internet, eliminating any stale connections causing an issue. To complete this please follow the below steps:
    1.Shut down the computer
2.Turn off your router and/or modem
3.Wait two minutes and turn your router and/or modem back on
4.Wait an additional two minutes for them to power up and then turn back on the computer

If this fails to solve the problem, please let me know!

Yeah I can confirm it's server side. Running multiple connection monitoring programs, there are absolutely no issues between myself and the company servers (198.20.200.###).

Ping of ~100ms with 0% packet loss and yet in game latency is all sorts of messed up with obvious lag (delayed actions, rubber banding, etc.)

Edit: WRT the recommended steps. It failed to solve the problem.

    Reseting modem didn't help.
