ESO won't let me create a new character!?

I have plenty of character spots open so I wanted to make another character.

I go through the whole process of selecting race, class, and making him look as I wish.

I click Y to finish (as I am on Xbox One) and then enter my characters name. I am prompted with the screen to either play or skip the tutorial. After I select either option it then puts me back into the creation screen instead of going through with my choice. If I click Y to finish again, I am just given another chance to name my character. After I name him again, it takes me straight back into the customize menu, with no option to play or skip tutorial like the first time. This is an endless cycle and therefore will not let me create another character.

Is this a problem for anyone else?

How can I fix it?

Do I need to contact ZoS?

Not sure how it works on X-box but could it be because the character name is already taken?

On Xbox they tell you that your name is taken. It's not because the name is taken. I've tried multiple names and have not been prompted with the name already in use alert.

Have you tried creating the character, logging out, restarting and then checking to see if the new character shows up in your list?

Did you try logging into your existing character?

I'm not sure what would cause that. Usually if you can't create a character it's because the name is taken.

I wonder if the server is having issues.

I have tried restarting, logging in and out, I've tried just about everything. I'm thinking it's a glitch or bug or server problem. I'm not sure. I was just wondering if anyone has experienced this or if it's just me

Update: Multiple people in my guild have said they are having the same problem.
