Anything is possible as long as you keep believing.

The devs have confirmed that ESO will never have flying mounts because the game simply isn't built for it.

It seems highly unlikely. For one thing I don't think the maps are built for it - the instanced house maps are only just taller than the tallest building or bit of land in them and I suspect the normal maps are built the same way (because it would be strange for them to change how they make maps just for houses), so they'd have to change all of them to accommodate flying mounts.

Also it could cause issues with players having access to places they wouldn't normally be able to get - meaning even more ways to break out of maps. Or conversely it'd be extremely frustrating because of all the invisible walls everywhere.

I'd mention that there are no flying mounts in TES lore (one of the Dragonborn riding a dragon is an exception, not something that could happen normally...as far as I know even most Dragonborn don't get to do that) but as far as I know before ESO added them there was no mention of riding dire wolves or sabre cats or daedric horses either so that doesn't seem to be an issue.

I don't think so as the zones are not set up to have their boarders crossed. It would require a lot of reworking to have the game transition zones when flying from one to another.

If locked to zone it just seems pointless and lets people break their designed paths blocked by mountains.

It may not ever happen, but there's no reason it can't. FFXIV was designed w/o flying mounts. They were introduced in Heavensward expansion. Flying is possible only in the new zones. Works just fine.

Actually, flying in FFXIV is a progression-gating gimmick, and I certainly don't think not being able to use mounts you farm against a 0.00001% drop rate in old zones is "just fine".
