Should Twin Blade and Blunt Axe Bleed Proc off of Flurry?

While it is coded as a channeled DoT attack, it is animated as a series of melee strikes. It seems odd that it doesn't proc the bleed.

    Bleeds only proc from direct melee damage attacks as it states on the tooltip. If you make bleeds proc from Rapid Strikes, then they have to proc off DoTs too. The axe bleed does more damage than Rending Slashes. Image the Bleed being perma proc'ed.

    The tooltip doesn't specify direct at all, just says melee attacks do. this bleed being perma proc'ed or having high uptime might give stam dps a bit of single target damage buff. differentiating stam v. mag in the sense that stam has more easily performed single target damage, whereas mag has the bonus of range and AoE damage.
    The proc would likely have to be toned down though to deal less damage, as imagine this coupled with vMA cruel flurry enchantment. that would be way too op.
