Idea's for improving Cyrodiil

Hi
Just a few thoughts on how to improve Cyrodiil and spread people out more.
Around each keep have 7 watch towers, have it so you have to control 4 of these before you can take the flags within a keep.
They would need to be a good distance away from the keep so it stops those defending and those attacking from moving back to the keep to quickly.
Hopefully this would result in smaller splinter groups who would be taking or defending these towers.
I would hope this would result in spreading people out more, more strategy, more small scale.
Please give your thoughts and constructive ideas to improve or give reasons why it wouldn't work.
