A friend of mine is looking to buy the best pc version of the game available to play right now. Does Morrowind® Digital Collector's Edition gives him acess to the game (core game) right now, or he will need to wait for Morrowind's launch to play?

This. Unless they changed something, I read about a month back a new player that bought Morrowind for the base game and couldn't play until release. They were refunded and bought gold when it was $30.1 -
