How do you get to Betnikh?

Hi everyone. My character is a nord (Ebonheart Pact), and I found a treasure map for Betnikh. The problem is I can't find a way to get there. I've travelled to all the areas on the north east of the map such as Daggerfall and Stros M'qai and checked the ports but I can't find a boat that goes there. I've googled the question but I think all the articles are prior to One Tamriel when there were restrictions.

Betnikh is opened after you complete the stros m'kai quests, alternatively you can also teleport to someone who is there.

Finish the stros makai quests and it will take you straight there

Here's a secret. Talk to the guy that can take you to stros. Pick the 2nd option and he'll take you to Betnikh.

Main Daggerfall docks in Glenumbra, speak to one of the two NPCs standing near the lighthouse.
