This is purely for my own interest but has anyone actually gotten one of these? I have never seen an account with one! Even the people with 10 stars next to there names have zero and that's months of time on the forums!

Correct. Any post that has been marked to appear on the Dev Tracker is what constitutes as a Developer Reaction (the wording is a bit odd, but that's basically what it is).5 -
