Is only one of our characters eligible to receive the Pie of Misrule?

The first toon I did the Festival with did receive it, but my other two did not...

It's an account wide memento. You only need to earn it once. Every character can use it.

its hides in your ccollections, you have to dig through them all and click it per character but it is available to all. thank god

No problem. Not sure why they shoved it in there could have been quick slot-able and in inventory as a quest item for the event duration.

I saw mention of dailies. I did the three quests for the 'Rulers'. Is there more to the event I missed?

@High_Marshal other than the xp buff memento, no. But yeah you can do all the dailies to get all the goods and achievements
