Won't let me complete it. Changes to 1/2, but then I do second one and it goes to 0/2. Help!

Did the targets change? It has you go to three locations with two targets at each.

What other city did you go to? My quest specifically says Grumpy in Vulkhel Guard. It lets me do it once and thats it with no mention of any other cities.

Ok figured it out. Wasn't giving me quest marker for second person. Luckily I saw someone else doing quest and found other person to prank then it says the next city to go to. Dohh lol!

You go to Vukhel Guard, then Skywatch, then the College of Aldmeri Propriety or whatever it's called.
