today's patch failed ....repair does not work

is no one else getting the error 11 message after today's patch? Submitted topic on tech support but no one is answering. found that there was a similar problem on july and august of 2016...but did not see a fix there. what is going on? I have never had a problem downloading patches/updates for this game or any other mmo I play?
