Stat Bug?

I have been playing ESO for about 3 years from my days on ps4 to now PC and ESO has had alot of bugs over the years I know but it never has got in the way of my love for this game. However, lately I've had a couple bugs though I can only discuss one here which is a new stat bug that has my champ 114 Templar with 23 Magicka (now it's 64 health due to Blazing Shield build) and a total of 20% additional healing from champ point system perks (increased healing and healing received) only healing for a max of 2200 health (this isn't alot go create a brand new Templar and heal even at level 3 with no boosts you will still heal for around 6-7k) although this bug seems to be fixed for now these stat bugs keep appearing but only on my main character my other characters suffer no strange stat inconsistencies.
Awhile back after the homestead update was released my main character was one of the few who suffered from a strange stat bug that cut my health from 22k to 11k and resistance in half as well it eventually got fixed after I put in a support ticket. This main character has also got a strange bug before that made my werewolf form permanent but it's attacks would not work properly (I'd have to do light attack 20 times for a single hit to land as it would say "target is immune").
I know I dabbled on a bit longer than needed but my question is this: is it normal for a champ 114 Templar with Vampire bane and dawnguard crossbow IV (with maxed passives) and no armor enchantments or set to only do around 500 damage (usually less) to a naked unbuffed level 3 Templar Breton character?? As I dueled my friends new Templar to test for new bugs and this seemed quite odd to me? He was even laughing at how funny it was my champ character could literally not even bring his level 3 naked unbuffed characters health down to 75%......? I don't trust this character anymore because of this history of stat bugs with it......I know I'm all over the place here but any help would be appreciated thank you!
Oh and if you need a picture or something let me know? This isn't something I can really take a picture of because it only can be seen in battle for a quick second.
