Isn't this what Jeck and you discussed on Foundry? The other morph doesn't suffer from this right? But is it able to do a rotation around that?

Yeah exactly, that's what me and Jeckll were talking about and Asayre peeped in as well. And now we've gotten to talking about it with @OrphanHelgen too lol. The other morphs also suffers from this and therefore only ticks for 6.5 seconds instead of the 8 seconds that it should be ticking for. Its still possible to do a rotation around both, but the thing is that neither of the morphs actually last as long as they state on the tooltip. Endless Hail has a total duration of somewhere between 10.5-11 seconds and Arrow Barrage somewhere between 8.5-9 seconds. So basically not only the tooltip is misleading but on top of that, there's no sign of anything mentioning a "hard cast time".
So either clear up the tooltip or give us the missing ticks. Would improve stamina DPS greatly just with this fix.
