Where to farm Necklace of Necropotence

I was able to buy both rings and three armor pieces from guild traders, but prefer having all three jewelry pieces. I have been traveling to all the capital cities plus Hollow City and Belkarth morning and evening for days and have not found the necklace. Can anyone tell me where to farm for it? Also, if anyone on PC NA has one they would be willing to sell to me, please look me up @Wolfenbelle in game. Thanks.
