Experiencing extreme framerate and latency issues at all times since last maintenance.

Experiencing extreme framerate and latency issues for over a week now, since the maintenance on Monday 8th March. Framerate is almost always below 40 fps with only the occassional burst of normal gameplay. This occurs at all times, in all zones, dungeons, trials, delves and buildings; whether I am grouped or playing solo; whether the area is well-populated or not; with addons both on and disabled; with other programs running and with ESO being the *only* program running; by being started from a desktop shortcut, a task bar shortcut, the launcher, or from the Steam client; when I am engaged with conversation with a npc, crafting, have any of the ui running, interacting with nodes, in battle, or just walking around. In short: ALL THE TIME. Half the time the game crashes or freezes when I attempt to log out or travel between zones.
I have checked my internet providor and I have not run out of my data allowance and my speed has not been slowed. My computer system is free of viruses. I experience no other problems with online games. I also increased the LUA memory to 512 several days after this started, and it did not help the issue.
Any suggestions as to the cause and what I can do about it would be helpful.
