This is probably not a bug. In my experience, what you see displayed is ordinarily only a part of what will be displayed after the host eventually sends the rest of the structure -- by which time, your PC might have moved away from the scene. It is more likely to happen in Wrothgar, in particular, but it can happen in other zones, too, such as The Gold Coast.

This often happens while my PC is in a group of 10 or more players -- the more players, the worse it is. On the way to satisfy a quest to kill a World Boss, when someone uses the Rapid Maneuver spell, moving my mount at a sprint across the terrain sometimes can result in a chaotic, incomplete display of the landscape.

After we kill the World Boss and satisfy the quest requirements, upon arrival at the location of the NPC from which we receive the reward, the host seems to take forever to finish sending all elements of the building in which the NPC is located. The last object to appear in the scene is the NPC. In fact, the Interactive Prompt for the NPC will appear long before the NPC does.

While this happens, the latency between my computer and the host typically exceeds 200 ms., sometimes hitting 999 ms. (at which there is a risk of the game client crashing), and the frame rate can drop to single digits. As far as I know, there is nothing that I can do about it on my end that I haven't already done. Evidently, the Bethesda megaserver just cannot compute and/or transmit the data as fast as my old computer can display it.

When I've totally reloaded game even restarted PC I was having same result. After all it's a bug and should be fixed, there is a gap somewhere and it's matter of development. And I was not in group at all while this showed up. I've never experienced graphical meshes and textures messing around, hanging an ***. And game was running at that time without any lag or fps drop. Usualy while there are a lot of gamers around fps drop is SUPER dramatical.
