Home decorating bug.

My wife and I both play eso on xbox 1 and have purchased homes. When I'm decorating even in my wifes home I can place items like a carpet into a wall to cover a window, or blocks deeper into the grounds to change the look of a garden.
My wife however can not do any of these things. Everything she moves is either flat along the floor or flush with a wall.
Is this bug with me or her ?
And if it's her how do we fix it ?

    It can be toggled on and off at will, it's not a permanent setting. It's a big help on item placement.

    Toggle the "surface drag" option. It sounds like yours is off and hers is on.

    Thanks, but if it's mine that's off I rather like it the way it is. It has given me the ability to be even more creative with decorating. I've added a wave texture to a garden wall simply by placing flat rocks at different levels in the ground for example. And a stone deck I can walk up instead of jumping up to by staggering the placement of these same rocks.
    And I wasn't kidding about the carpet. I used one to not only block out a window but create a very nice looking wall feature.
