Console UI showing on PC. Bug?

30 mins ago my UI was fine. Logged out to drive the kids to school, came back home to play some ESO before work and it's turned into the console UI. I can't select any options when talking to an NPC, when trying to pick a chest I can't move the lockpick left or right, can't select various menu options, ...
Anyone else experienced this? Is there a way to 'fix' it? I turned off every addon, removed every addon, logged out, logged back in, ...
I'm at the end of my tether here. I've absolutely no idea how to fix it.

✭May want to check your UI settings. Sounds like you have "Controller" UI selected. I can actually play the game with an xbox360 controller on my PC if I really wanted to. Defiance had the same option.0
