If you are a light armor magplar assuming a good magic race (high elf or Breton) can you build effectively so you are solid at heals And dps, or are you gonna have to choose one or the other?

I'd say Breton is a good Templar, from what I've been told and use personally.

I usually try to keep Solar prison on as an ulti. Shatter Soul from the soul magic skills is also a good one when you're not healing. Dawn's Dark flare then Radiant oppression after is a nice little combo I feel as well. If you have leveled up your dual wield skills, Rend is a nasty little ulti, and I also keep Deadly cloak slotted for it's perks. Blazing spear, if you have Aedric spear skills, yes. I also hear great things of Meteor, the ulti from the mage guild skills.

But to be bretonly honest, you can't heal enemies to death, so yea...kill things too. :)

You're mostly going to have to choose, but most healers run a couple of DPS abilities to make the boss fight go faster. In the specific case of Magplar healers, Radiant Oppression is your jam.

    I am answering this in the context of PvE, not PvP;

Most definitely in 4 man content. Most healers are actually encouraged to deal damage in dungeons and whatnot, because there isn't much of a need for 20k+ Healing per second. Most of the damage is reactionary, rather than constantly flooding.

In trials (12 man) you'll need to dedicate yourself to ~60% healing, ~35% Buff/debuffing, and ~5% damage. Most of the damage you'll be dealing in trials actually comes from utility like Power of the Light, Wall of Lightning, Ritual of Retribution, or Nova. Your job is to heal in trials, since so much damage happens, as well as empower your allies with buffs and abilities.

Chokethorn's proc and ritual of retribution (heal and dps morph) are the only heals I use as dps.
The helm choice is perhaps not dps BiS but its saved me and others plenty it does rely on ritual being up all the time.

if you wanted to off heal more then any HoT would help unless you wanted a ohsh.. burst heal as a back up

If you want to DPS/heal go magblade throw down refreshing Path and spam funnel. Use Veil I guess for damage reduction.

I can only speak to the wonderfully flexible magplar. And only from experience with 'non-elite' content. My magplar is as all healer as I can make her while retaining the ability to solo normal game content.

Two of her 10 slots are pure dps (Sweeps and Radiant Glory).
Two more do some damage while helping a group (Blazing spear's stam synergy, Reflective light's snare).
Two are debuff/curses (Elemental drain and Purify).
The other four are heals of various types (Mutagen, Extended Ritual, Breath of Life, Healing Spring).

She is built and equipped for magicka of course and wears 6 light and 1 heavy.

As I think you can see, her skill selections offer the full range of healer service (burst heal, HoT, magicka buff, stam buff, debuffs and, yes, some dps when support duties allow). That said, she can solo quests, delves and public dungeons no problem. Soloing a dolmen is challenging. Soloing a world boss is beyond her ability set up as she is.

Can she hold off foes from a younger player when needed? Yes, but she would never ever queue as a tank (light armor, no shield, no taunt. . . ).
Can she deliver reasonable damage? Yes, but she would never queue as a dps when over half her slotted skills are support.
Is she a pretty good healer for 'normal' content? You betcha.

PC NA(no Steam), PvE, mostly solo

My healer heals, buffs and de-buffs. I leave the dps'ing to the dps in the group apart from radiant execute spam.

well if my healer is pulling half the groups damage then i expect the DD's to heal me too
It depend on group, healer primary job is to keep everybody alive, secondary is to buff and help with resources,
then comes damage, if group has good self healing and don't take much damage you you damage too,
Primary is to keep everybody alive, you can survive most fights with low dps if nobody dies.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
