Nothing to loot inside delves... a bug?

Okay... so I did the public dungeon (dwemer) in Bangkorai and had maybe 2 containers to loot in the entire place. Thought it was odd... decided to try the dwemer ruins elsewhere. Upper Sea in Stonefalls, same thing... 2 or 3 containers max were lootable - all others empty. Relogged, closed app etc... tried it all... Aldunz and Ylzdun in Alik'r Desert I got NOTHING to loot in those. What on earth is going on?

Anyone know if they changed it so that other players can now empty containers on YOUR instance??
