Two Q's on Lightning Staves

I have two questions regarding lightning staves:
1. Is lightning staff heavy attack considered a damage over time/does it benefit from Thaumaturge and Soulshine set?
2. Do weapon enchantments get applied to all enemies when it procs or just the main target?

2. Primary target only, and only can proc on light attacks and the initial hit of a heavy/channel. Subsequent ticks and the final burst cannot proc enchants.2 -
Toast_STS✭✭✭✭I tested thaumaturge last patch. It only buffs the first three ticks of a lightning heavy attack but not the final pulse. I have not tested it this patch though.VR14 DK Leaps-in-keeps1 -

Final Pulse is direct damage
anyway, 3 ticks with thaum and elemenal expert (and maybe staff mastery) are more than enough.Sarcasm is something too serious to be taken lightly
