[BUG] Can't get "cleaning house" Quest by Zeira...

Hi!
Yesterday I started the first Thieves quest "Partners in Crime" on Xbox One. When I finally finished the Quest in the Thieves guild, Zeira was going to talk to me about the second quest. But at the same time I speak to her my game crash. So when I come back in the game I realize Zeira was not around the table. I searched in all the guild but nothing. I check in my quest table and I realize I don't have the quest "Partners in crime". After that I checked a video for going to the Zeira meeting place when you doing the quest but nothing are at the place. I try like 1-2 hours to search, restart my game, restart my Xbox and unplug 5 minutes my xbox but nothing. So I think the game considered I started the Quest and send Zeira to the meeting but the problem I dont have the quest so I can't do anything...
So what I can do?
Edit: I have try this and nothing : Issues with missing, invisible, stuck or un-interactable NPC’s can be often be resolved by leaving the area and then logging completely out of the game for at least 15 minutes to perform a soft reset. This loads your character into a new game instance and refreshes your surroundings, which prompts the NPC to act as intended.
