Cannot Toggle Off Overload on one sorcerer (Ulti not yet depleted).

Hello. I am an experienced hard core player, and reporting this issue on the forum in case anyone had any similar experience, but in the meantime my ticket has been escalated and TESO support is investigating this bug.
I have 2 sorc characters, and the issue appeared on only one: Vorys the Immolant, cp 793. Overload can be toggled on, but will not toggle off. The only way is to continue using overload attacks until ulti is depleted when it reverts as it should automatically to bar 2.
This Dunmer Fire-Magic orientated Sorc is geared up in BSW, Aether, and Ilambris. It uses the classic skill bars as developed by Yolo and others. I am on the EU server.
The issue first appeared randomly 2 months ago, and would be fixed by a relog. But now it is bugged permanently. All usual workarounds and repairs have been tried.

Have this repeadtly for months. Drives me insane. It's so buggy. Has wrecked some decent vMSA runs for me.

There's no rhyme or reason however but once it jams it will do it again and again that session

With the Nerf to ultimate I assume ZOS was just trying to get us to not feel so annoyed at leaving it behind
