error 210 and programdata file issues

Hello, I just randomly started having error 210 patchmanifest issues today. It was working yesterday before I went to bed. I went through all the support actions I could find to resolve the issue with no resolve. I tried doing a clean reinstall of the game as my last resort. After reinstalling I got the same error 210. So I tried to start the T/Sing over again after the clean install. But a BIG road block I hit from the start was the ProgramData folder is denying me access to it. Now I tried the stuff I could find on how to give myself permissions to the folder. But all the steps seem to not work or I have to stop halfway because of the steps they are telling me to do I don't have what they want me to click on. Like a "owners tab" in the advanced security settings window of the folder I need access to. Of course Microsoft support just gives me the same info I can find anywhere else so that really is no good. Unless I want to pay for their bull crap advanced support. So if anyone could give me some info on how to resolve this it would be great. BTW i am running windows 10 if that makes a difference
