I mean we both play the game on literally the same computer, and the same IP. We live together so it's not like I gave her my password to my account when she lives somewhere else. She made the character before Tamriel Unlimited so what were we going to do, pay twice the subscription amount just so we could both play?

You can have two different accounts on the same computer, you just log in under different names. Of course each account requires a game purchase.
Now, both of you don't need to subscribe, the game is buy to play and is about $20 now.
No character transfer is not possible unfortunately.
She will need to start over with new account. Me and my wife have played since PC Beta and both subscribed even today with our own accounts.
True account sharing is against TOS however I think Zos will look it through the fingers usually when it's case inside same household like father and son sharing or man and wife etc. If sharing with friends across the globe then they might have something to say about it.
