Dungeon Finder Purposely Messing With Me?

So I was queuing for a random normal dungeon on my level THIRTEEN (13) dps character.
After about 10-15 minutes of waiting I got WGT. The group instantly disbanded. Bad luck, I thought. So I waited the 15 minutes and queued again.
Another 15-20 minutes of waiting and I got Ruins of Mazzatun. Group instantly disbanded. Slightly annoying, but happens, right?
Another 15 minute wait time before queuing for yet another 15-20 minutes. WGT again. We actually manage to clear the first boss but one of the people went afk so the rest decided to call it quits. Okay. I could pretty much queue instantly since it took more than 15 minutes to get past the first boss (everyone was under level 50).
Another 10-15 minute wait and do I finally get that quick, normal dungeon? No. I get ICP.

You have got to be kidding me. What kind of sick joke is this? My main (400 CP) doesn't get even an eighth as many DLC dungeons when I jump on the random normal dungeon finder. Almost 2 hours of waiting to do a normal dungeon for the exp. I still haven't done it.

    yhea happens to me couple of times max cp DPS as well press ready and then group instantly disbanded on vet so not sure if its a bug or not

    I can relate. only on nonDLC vet sometimes I get group & then disband - few times before the new queue system & once after.

    one guild say that, before the new LFG system, some was messing around with the LFG. so I dismiss it. happens again after the new LFG.

    prolly a bug. I'm going to dismiss it again unless it happens again.

    if it happens log out of the whole game completely, should not happen again least on that session.

    Easily explained. On lvl 13 you have only few non dlc dungeons open to que for and all the dlc. Don't ask me why it's like that.

    The minimum level for dungeons used to be:
    Tier 1 - level 10
    Tier 2 - level 17
    Tier 3 - level 24
    Tier 4 - level 31
    Tier 5 - level 38
    Vaults of Madness - level 45

    The dungeon used to scale to the level of the group leader, or to the preset minimum if the leader's level was below the minimum.

    At some point before One Tamriel, they started scaling characters up instead of scaling the dungeon down. At that point, all dungeons should have unlocked in the Group Finder. However, you'll find that until you hit level 17, you still only have the Tier 1 dungeons (Banished Cells, Fungal Grotto, Spindleclutch) and the DLC dungeons available to you. This is despite the fact that the story mode II versions of Tier 1 dungeons are harder than the story mode I versions of Tier 2 dungeons.

    It's probably time that this got changed, and @ZOS_Finn might be the guy who can get it changed.

    ZOS doesnt understand that DLC dungeons should not be accessible to non-cp players

    without DLCs or ESO Plus the dungeon progression is fairly reasonable in terms of mechanics and overall difficulty.

    But then now a lvl 10 player, cp or not, can potentially have to deal with Cradle of Shadows. cuz *** logic

    Also the II versions of the dungeons are mechanically way harder than the I versions, but they are unlocked at the same level after one tamriel.
