My SO and I did a ton of Cyrodiil adventuring back in the fall of 2015. We were fresh out of Auridon, on a hunt for skyshards and lorebooks. Through our travels, we discovered that the town guard changed depending on nearby keep ownership. This added an interesting element to PvE; we could slip away from war, but we were not safe from guards. It really lent to the feel of sneaking into enemy territory.
Cyrodiil has seen some revisions and updates, and the town capture system for Vlastarus, Bruma, and Cropsford is one of them. You take three flags by clearing the guards, and your own guards come in, as if you cleared a resource.
There's just one thing that seems off. The patrolling guards from enemy factions don't go anywhere, and they continue respawning as long as another alliance holds a nearby fort. Then they get into skirmishes with the honor guard. Seems like an artifact of the other town system.
