The RNG grind would certainly make the extra gear a pain in the arse to get, and cause full builds to take even longer to obtain.

There's a lot of interesting things that could be done with additional gear slots. Yet I believe we would need some new form of "recrafting" and jewelry crafting to be included in game at the same time.
The gear grind now is currently ridiculous. Adding in even more set options would make that grind even worse. There would need to be a way to recraft items into desirable traits, the crafting of jewelry for sets, etc. Otherwise you'd spend all your time grinding gear and none of it playing the content you actually enjoy.
As someone else said, gear, skills and so many other things would need to be rebalanced in order to make this work as well. Not to mention bank/inventory space would easily have to be doubled or more. I wouldn't hold your breath.
