In which case it might mean less incentive for people to buy ESO+ for a period, because they already loaded up the crafting bag with materials, so inventory management issues are temporarily less of a bother.

Actually... That's not such a bad idea. Why doesn't ZOS do 3-day ESO+ trials? Not necessarily talking about as "sorry for outages" things, but in general?
What if there was an ESO+ 3-day trial token you could buy for free in the crown store. Put up a warning that it's a one-time only purchase per account (this is to keep it from being abused). Getting the token gives you 3 days to try out the benefits of ESO+ (mostly the crafting bags, costume dying, and access to DLCs). People get to try out stuff like the crafting bag without committing to paying money, and ZOS gets new ESO+ subscribers from the ones who end up liking it enough to pay for it.
And with a system like that in place, when there were problems affecting your account, if it was a significant problem they could give you a 3-day trial token as a "thanks for your patience" thing.
I'm not seeing a down side. Can anyone come up with a reason this wouldn't be a good system for ZOS to implement?

In this scenario do they get to keep their stuff in the craft bag after the trial (Only able to remove items)? Or does all their stuff get dumped back into their inventory?

To be Honest, I can complete Orsinium DLC in 1 day (if you take out the trail and dungeons). Public Dungeons are easy, I completed the main story in under 5 hours, did every single quest in 6 hours, did all relics, world bosses, and public dungeons for the rest of the 12 hours. So in that 3 day Token I could have completed all of Orsinium.
