Missing Constellation Tiles

So I found 3 of the Constellation tiles in Rivenspire and thought it'd be a nice idea to make a diorama of them all but after buying those 3 then found out that the other 6 don't exist in the game. Does anyone (ie you ZOS) know if the others will be released and if not then why? That would make no sense.
