Bounty Automatically Clears When Entering Lorkhaj

I had a bounty of maybe 200 or 400 in Hew's Bane when I took the boat to Lorkhaj. I left and went back to Hew's Bane and my bounty was gone (actually I think it cleared as soon as I entered Lorkhaj but I'm not sure). Intentional? I haven't tried this out with other trials yet.
I don't always drink Skooma, but when I do I go to the Southwall Corner Club. May you walk on warm sands my friends.
