Provisioning writ rewards don't drop in proper tier

Yes this again. Still sometimes getting provisioning writs at tier 6 while i should be getting 7. This is very annoying since it makes the chance that psijic ambrosia pieces drop pretty much 0. It seems to be random whether i get 6 or 7. Abandoning quest and getting it again does not change anything will get the same over and over.
Please ZOS fix this. I know it has been around for a while now and it really blocks progress in a way (aka not getting ambrosia pieces).
