Curiosity question - nothing more --> is any race - any alliances not unlocked on EU server?

Just curiosity, not some burning need to have changed, ranting at, or whatever - so read no more to it than simple question while I/we have some down time with NA login issues.
Like many, just to test if it was my computer / connection with the NA login server issues still going on, I tried connecting to EU server for first time. This is NOT an ongoing login issues complaint thread so enough said - just explaining the background and my complete lack of knowledge of EU server play.
So I am on EU server, and of course directed to create character screen as don't have any on PC/Mac EU server.
Which lead to my question - I was only able to select a race/alliance combo from the 'old days' - you know, when certain races were hard locked to certain alliances.
On my usual NA login, I have complete freedom to select and create any race/alliance combo. I have ESO Plus, but I never bought the special unlock package. I just assumed that after One Tamriel, everyone got all races/alliance ability.
On EU server, I can only select the locked races/alliances as in the old days. Is this just an EU thing? If not, just curious why my account - that never bought the special any race/alliance crown store item, can play any race/alliance on NA server? Had assumed it was a One Tamriel feature brought to everyone (but for some reason not working atm for me on EU for char creation)

That's why I was curious - I NEVER bought Adventurer Pack (the unlock any race/alliance) from crown store - on any account, any server (NA or Euro)
Only things ever bought aside from costumes are Imperial Collectors edition + recurring membership to ESO Plus
So to repeat - never bought the Adventurer Pack or any crown item that gives any race/alliance purchase. NA has been only sever I've ever played on. When I left game during VR14 days, was hard locked to race/alliance.
Recently returned with Homestead, and created some new chars to start 'fresh' - and could create any race/alliance. I presumed that due to One Tamriel, everyone could now do this.
On EU server though, my same account can not. If what you are saying is that accounts are or should still be locked to race/alliance, then I guess for some mysterious reason, my NA account is unlocked despite never having bought the Adventurer Pack.0
