It was pre-Orisinium, but not anymore. It was a unique place where everyone had normalized stats and only 5pc set bonuses functioned. There were basically no monster sets. Hybrid builds were possible.
Anyway, the problem is non-cp is that low recovery builds (gankers) can min-max damage, but everyone else has to make a sacrifice somewhere to get more sustain. If they gave us level 50 ability costs it would be okay. Non-cp is unbalanced in different ways that cp; there are winners and losers either way.1
