There's lots of places like that. There's a GIGANTIC gate right next to the Silent Springs Demesne leading north to the next, unmade, zone.
This is grasping at mighty fine straws, but there's one thing that's been in the game for as long as I've been playing, if not the entire time since launch that's pretty much a big hint that ZOS will, eventually, release The Elder Scrolls Online: Argonia, even if the hint itself is so inconsequential and therefore easily dismissed as a coincidence, but if you disregard how far fetched it is, it's actually pretty logical. And that thing is this road leaving the southern border of Shadowfen.

These vast swamplands were once part of the Second Empire, which, in 1E2837, had seized a large portion of it to create the Imperial Province of Black Marsh. Many humans still refer to the region by that name, but the Elves call it Argonia, after some ancient battlefield where many of their ancestors fell. Thus, the native inhabitants of the swamplands, a collection of beastly tribes of "lizard-men," have become, in common parlance, the Argonians.
Murkmire was announced around the time of IC and Wrothgar. I also found that blocked gate in Shadowfen... there was already some rumours about "Murkmire" DLC - but it was long ago, before "Orsinium" dlc.. so I believe it was scrapped, at least for now. But in the future we will probably see this new content.
There are some videos of ppl who go that road and climbed through the fence. There was some terrain, not really finished. Search for 'Murkmire' you should find something about it.

I have been to an out of bounds part of the map too way back. It was in a delve somewhere in EP and I still have screenshots. The entrance/exit to the delve, inside of the cave, it did not render. I went straight through it and fell to my death on a dirt floor under the map. I revive where I died using a soul gem and explored down there. Farther out I found out there was a line that stopped where the floor was not textured but white and grey checkered. Then I kept going and I saw the end of the plane. I jumped off that and fell endlessly until it kicked me from server, "due to excessive spamming." Just thought I would share this now even though it probably is fixed, but it was pretty awesome back then!
More swamps and marshes? No thanks. If they do release it, I hope it's one of the last/final zones before the game's end.
I find shadowfen as one of the least enjoyable zones, I sure as heck don't want a DLC dedicated to one. But that's just my personal preference - one can't love everything can he..
