Well I'm confused about bringing everyone up to the same level then? Let's I'm cp 600 wearing gold crafted gear, would a player who is level 40 wearing the same gold gear and the same skill setup at their level just be doing the 25% less damage from the lack of cp? It just doesn't seem like that's the case.
I understand the tier difficulty, but if every player is scaled to the enemy, then what makes the difference between two people who are geared exactly the same for their level minus the 25% damage boost due to champion points?
Its far better to get the 10-20 than an cp20 if the cp20 is as skilled because of the combat scaling, an level 20 do lot of damage even with low skill.It also depends on if you get high CP characters like CP 600+ in your group.
If you get stuck with a bunch of level 10-20's with no CP points be prepared for a long run.
Also let's say I'm leveling an alt and I already have 600 cp, and enough mats to gold his gear. Does this mean that there's the potential to pull as much dps at 40 as the same character at 600 cp because my level is scaled to that of the enemy's?

Couldn't do it, we didn't have the DPS we didn't have the tankiness. They were level 20-45 ish They actually didn't have all the abilities yet to output the nessiary DPS or tank (We had a level 40 tank but no healer).
Whille I tanked with this same light armor MagDK (vampire) and another MagDK mage through CoA1 when we were both 250 cpish.
I had a full group (200- 500 cp) to try and run Vet Darkshade Caverns 2 and we couldn't get past the Netch Bossand gave up.
The version 1 is much much easier than version 2 of dungeons.
I just started playing again pretty recently since Tamriel One came out. It seems that vet dungeons are about the same level they were before, but when I run regular dungeons, they seem like a literal cake walk. The enemies don't seem any harder than over world enemies. I don't remember it being this way before One Tamriel, so I was wondering what changes made this happen.

Yes, Normal mode is much easier than it was prior to 1T.
Vets still feel about the same. Vets still give the higher quality loot. Vets also give 2 Undaunted chest keys because of the hard mode option for the final boss, which doesn't happen in Normal mode.
Once you are prepped for Vets, there isn't much reason to go back to Normal.
I get that I most likely won't gold my gear... but with skyshard skill points and me choosing to gold my gear at a low level, does this mean I could potentially have a character at level 40 that is just 4/5 of the max skills and stats as a player at 600 cp (4/5 being derived from the champion point max of 25%)?
