I like Breton myself for healing but if you want to sometimes dps on the same character then Altmer becomes the favorite.

DARK ELF is slightly better dps then high elf. Breton if u want more sustain but not as much dps then the other 2. If you're making a healer go Argonian.

BSW is great on a magplar. Blockade of fire + reflective light + grothdarr.

    non fire skills

    shard
    oppression
    retribution

    fire skills
    reflective light
    firey rage
    wall of elements
    meteor
    grothdarr or skoria

Your fire skills are doing most of your damage usually, so the extra damage you get from a dunmer is going to be more beneficial than that 1% magicka difference. Wasn't always like that, but I mean your ultimates are both fire damage and so are your dots

I'm an Altmer because I used to heal on my Templar too, and Altmers are the most overall best to do that on. Though now I have a Breton dedicated to healing and a Dunmer dedicated to DPS

I think Bretons LOOK better and considering we have to look at our character constantly, I'd at least rather have one that looks decent. Normally I like elves, but for some reason in ESO they all just look darn ugly, especially male elves.

Further, it depends on if you're a min/maxer and trying to squeeze every little tenth of a point out... also depends on the content you run build, etc. Overall, I think Bretons work just as well as a High Elf and those tiny percents don't make as much difference as some people like to claim. I honestly think a lot of opinions are based upon what people WANT to be true, sort of like 'alternate facts'... people believe what they want regardless of facts stating otherwise. For me, what matters is 'can I complete the content I want to run successfully'? If yes, then clearly my build does what I want it to.

That's elven propoganda. The fact is that Bretons pose a threat to the Altmer, and so in an attempt to diffuse the situation these Altmer spread lies that the human races are related to them. Pathetic and disgusting, all elves and elven sympathizers will burn. You pick elf and I'll hunt you down

I have both- the Breton templar was a copy of my Altmer from the days before cross faction dungeons were possible. Similar gear, same rotations, the Altmer seems to perform better (as a healer with backup dps).

    This.

Dunmer is slightly better for DPS. Breton is slightly better at healing. But neither of them can do both proficiently.

This is why Breton's passive shouldn't be -cost but also regen.

That depends on what are you want this character for:
    PvE - Breton
    PvP - Altmer

But all are good choices, and the difference is not that much to bother with.

    Breton for:

    Sustained heals.

Better PVP survivality: heavy armor + racial passive = lolz your extra elem dmg tickles me! Even more with battle spirit.

    Better looks.

Extra 1% AP! Nice little passive no other race can get. Right now it adds up to 2,4% with delve buff and double AP event! A very nice plus! Breton class design fits Cyrodiil very well.

Dunmer Templar all the way! Heal, Tank, DPS, Magicka, Stamina, you name it. I play 1 character, I can switch to whatever when I get bored of one style and still play at a high level.

DARK ELF is slightly better dps then high elf. Breton if u want more sustain but not as much dps then the other 2. If you're making a healer go Argonian.

Though Argonian's do have a racial passive with 5% extra healing done, unfortunately, their magicka racial passive doesn't match the resource levels that can be reached by the High Elf.

When you compare the two, the strength of the heals generated by the larger magicka pool of an Altmer is still higher than an Argonian's with the 5% passive. That is of course just a baseline comparison.

Argonian's like all other characters can make great healers (disclaimer, I play healers on many different races and all classes, meta and non-meta) it's just depends on your end goal.
